Review may consider the cat’s age, health, behavior, relationships, geography, approved setting, program capacity, contingencies, and the proposed contribution plan.
Accepted scope
Only a written, approved addendum establishes the setting, scope, capacity conditions, contingencies, monitoring, and contribution plan. Contributions support collective capacity and do not create an individual declining balance.
Program boundary
Only accepted agreements create program duties.
Public guidance helps people prepare and coordinate. It does not itself create custody, ownership, placement, residency, fiduciary authority, restricted use, or an emergency-response obligation.
