From first inquiry to a plan that can be activated.

1–4: Build the foundation

Begin with an inquiry, select the appropriate pathway, create Guardian and cat profiles, and identify willing caregivers. Path A planning remains distinct from any separately accepted care commitment.

5–8: Put authority and funding in place

Prepare and execute the applicable agreements, coordinate funding instruments, submit redacted confirmation for staff review, and complete annual reviews.

9–11: Activate and continue

After a qualifying event is reported, staff confirm authority and accepted scope, coordinate transport or placement when applicable, and continue the monitoring required by the governing agreement.

Program boundary

Only accepted agreements create program duties.

Public guidance helps people prepare and coordinate. It does not itself create custody, ownership, placement, residency, fiduciary authority, restricted use, or an emergency-response obligation.
