Nomination and review
The Guardian may nominate a person, but Feline Transitions and the proposed caregiver must still review willingness, housing, capacity, compatibility, care needs, and available records.
Accepted placement
A successor caregiver relationship must be documented, monitored, and reversible.

Acceptance and transfer
The placement agreement should identify ownership, effective date, care standards, records access, monitoring, approved expenses, and any continuing program role.
Withdrawal or failed placement
The caregiver must promptly use the documented return-to-program process if care cannot continue. The cat may not be transferred elsewhere without the approval required by the governing agreement.
Program boundary
Only accepted agreements create program duties.
Public guidance helps people prepare and coordinate. It does not itself create custody, ownership, placement, residency, fiduciary authority, restricted use, or an emergency-response obligation.
